Should an expense always have a receipt attached to it?


Not necessarily. An expense may or may not have a receipt attached to it. However, if the Admin user has made it mandatory to attach receipts for expenses greater than a certain amount, the expenses should have a receipt attached to them else it will be considered a policy violation.
